My partner & I are residential managing agents. We've recently advised all our landlords of tenement flats that they should check with all the other owners in their common stair on the adequacy of their common loft insulation.

So far, two landlords have come back to confirm that it is inadequate but the joint owners associations are going to take action! We'll keep on at them to check progress.

We've also convinced another Landlord that he should have external insulation fitted around three houses in Livingston that are made from solid 'no-fines' concrete walls. They have no cavity, so external insulation cladding is the best option. That project should be complete by the end of this year.
