The Green Deal has been the flagship scheme from the Coalition Government for improving the energy efficiency of the millions of homes in Britain that are cold and leaky. The original plan was that households would make improvements such as insulation by taking out a Green Deal loan and paying it off with the savings made by having a more efficient house.
A nice idea, but high loan costs and other complications have put people off and only 10,000 loans have been agreed in the last 2 years. Other initiatives (like the Green Deal Home Improvement Fund, which is a grant rather than a loan) can't hide this, and now the call is for a new approach where local authorities are given control over budgets to tackle this issue in a systematic and efficient way.
